p.s. - the cliff notes version:
If you can't install of the new IPAWS digital cert before November 8, 2019, you "may continue to operate (your) EAS equipment for a period of up to 60 days from November 8, 2019, i.e., up to and including January 7,2020, without additional FCC authority. You are expected to make "reasonable and good faith efforts" to install the certs prior to the expiration of this 60-day period.
If you can't install the new certs within this 60-day period, you "must submit an informal request for additional time ... via email to the FCC at the following email address: alerting at fcc.gov." Include a description "of the steps the EAS Participant has taken to complete the installation, and the date by which the EAS Participant anticipates installation will be completed."
This notice appears to address the digital certificate issue, but does not specifically address the separate TLS update issue.
