The three years doesn't apply for targeted inspections.
Only routine ones. It keeps them from just wandering in for no reason
and inspecting you.
Don't know what constitutes targeting, but who's to say how the Fed
defines it and what criteria may be involved.
Those who refuse to upgrade do so at their own peril.

I find it hard to believe that stations would pony up for the
inspection and then intentionally violate the rules after the fact.
That kind of like going to the bar to celebrate getting your first DUI.
