Most Digital TV stations have multiple programming digital subchannels. In
the early days of DTV, during breaking news some network affiliates would
swap programming on its subchannels. They would move network programming,
usually a live sporting event, to subchannel .2 or .3 during breaking
local news/weather events. Or vice-versa, DTV stations would put a banner
on the .1 subchannel pointing viewers to continuing weather coverage on
one of the other subchannels.
DTV stations don't seem to do that anymore. I'm guessing new subchannel
leases or subchannel affiliate agreements don't allow that now.
