[EAS] DIRECTV fixes its EAS audio problems

Now if we can just get them to fix their commercial insertion volume.  And I don't mean perceived loudness.

It seems to be better lately on some channels but is still a startling volume change on others.  I notified Directv about the problem about a year ago and filed an FCC complaint a few months ago.
