It appears there are still some issues with alert origination software 
user interfaces.  Still easy to send a live alert code instead of a test 
alert code.

The good news is WEA/CMAS was blocked in the CAP message. So only 
cable/radio/tv which included the NUW event code would have broadcast it.
NUW is one of those oddball EAS event codes, which very few stations 
configure.  I don't expect much public reaction.

In theory, the alert originator is supposed to report false alerts to the 
FCC Ops center.  Most alert originators don't know how to contact the 
FCC.
