Same thing in Illinois. Been that way for at least 5 years. Moving
violation and a $100 fine.

The advantage of the infortainment system in vehicles is they can convert
text to speech. But that also presumes you have a connected device or
internal data service to the vehicle. Something not everyone by a long
shot has access let alone the money to spend on a dedicated service for
the vehicle.
