[EAS] Earthquake Warnings

It was a tweet from the Kern County Fire Department.

KCFD appears to be a misunderstood the information from seismologists.

What USGS and Caltech seismologists said is after *ANY* earthquake, there 
is usually a 5% chance (1 in 20) of a larger quake within a short time.

It was not a specific prediction of a future earthquake.
