One of the reasons why emergency managers like WEA over EAS is the telco's 
don't filter any alerts sent out by officials.  Although some EMs don't 
like the public being able to turn-off alerts on their cell phones.

A couple of states have tried to replace their EAS-only SECC with an IPAWS 
advisory committee to prepare guidelines for the use of EAS, WEA and other 
state alerting systems. EAS duck quacks are that quaint old-time thing.

Without specific guidance, local officials have already sent WEA messages 
for all sorts of things including missing adults, parades, etc.

Expect more 3am alarms on your cell phone for all sorts of messages from 
local officials, except alerts about actual imminent threats to safety or 
life.
