Congress seems to be treat these alerts like naming post offices. Naming a 
post office building doesn't change how the post office operates the 
building. Naming stuff gives the Congress a sense of doing something.

Law enforcement has long dealt with reports of missing and abducted people 
of all ages (0-17, 18-65, and over 65).  Law enforcement investigated 
reports of missing people, entered information in FBI NCIC databases, 
issued press releases, etc.  Local broadcasters have covered missing 
people of all ages as part of their news coverage.

How local officials use public alerting systems has been a local decision.
