[EAS] Event Code TOE Question

A review of our logs showed that we received a 911 outage alert on our Sage from our LP1 but did not transmit it.  Since this seemed seemed an important alert I looked up the event code at the NOAA Weather Radio site here:

I added TOE to the Sage but now find that this event code causes us to re-transmit Required Weekly Tests received from any of the three sources we monitor (LP1, LP2 and NWS).

What is the actual intended use of TOE?
