[EAS] Silos continue - or not

BZW technical criteria will not cross purposes. BZW has a 12 hour
conditions time duration along with continuous winds greater than 30MPH
combined with concurrent heavy snow. SQW is a short fuse event similar to
warm weather events.

Such would be better suited as a SPS after the SQW. Problem is SPS (or SVS
for that matter) is not a SAME criteria message on NWR.

We used to relay BZW as a short fuse alert when the NWS issued them
mid-event or shortly before the start. Now that they issue the warning at
the same time as other winter hazard event products well in advance (more
than 6 hours), we find it's no longer suitable for an EAS relay despite
the fact it is a life hazard warning message. In this case, it's the
advance time.

Moreover and similar to earthquakes, blizzards tend to announce themselves
 unlike tornadoes and flash floods.
