[EAS] Silos continue - or not

Here in Binghamton, where the WFO for most of CNY is (not the lake-touching parts, that's all Buffalo), we received a number of SQWs.  SQW is not a valid EAS code but is a valid NOAA event code ( https://www.weather.gov/nwr/eventcodes ).  Various EAS boxes report "custom alert" or "unknown alert" or similar and do not have matching default-language text for Snow Squall Warning.  My understanding is without it in Part 11 it's not something we should forward.  I emailed the WFO about this to make sure they are aware (they likely are, just wanted to ensure this to be the case).
