[EAS] Buggy alert origination software during Santa Barbara wildfires

Ooh! BUG-gy Alerts! Now I get it.
I was thinkin' what the heck kind of alert have the come up with now.
Was a Buggy Alert to warn about a horse drawn carriage on the road?
What color do they assign to that?
Black because of the color of the buggy?
Brown because of what was left on the road by the animal pulling it?
