Buggy alert origination software affects more than a single, local emergency management agency.

This and similar bugs in alert origination software have delayed (minutes and hours) and impaired several emergency management agencies all over the country for years.  The local operators trying to send alerts aren't IT experts, and end up spending a lot of time trying to make these systems work -- during emergencies.

Heck, the person at FEMA who used to give presentations about these bugs retired several years ago. Its not a FEMA problem.  Local and State emergency management agencies buy AOS systems independently.

Still not fixed.
