The LP daisy chain is already an option. State broadcasters can implement
something better.
But state broadcasters can't get a waiver to implement nothing. So the
daisy-chain is left in most states as the worst, acceptable alternative.
A few states spend money/resources on alternative distribution networks.

What was California's alternative proposal that the FCC rejected?
