I'm not looking for compliance or enforcement.  Rules can always be 
changed.

I just want emergency alerts to sound better.  In this case, EAS 
boxes detecting and removing the double/triple EAS attention tones.

For the same reason I harp on training for alert originators and crappy 
alert origination software. Garbage In-Garbage Out.
