Sean,

The rules are the rules...and they're already there and have been since
the beginning.  They were taken from the EBS rules as the rules then also
required the same levels of modulation for the Attention Signal.

11.51(f) is plain and clear. I task any station to see if they comply with
that rule today. I usually see around 30-40% tops unless the station has a
bypass or a insert point in their processing chain(s) for the EAS box to
meet that rule.

And WTOP is violating 11.32(a(9(iv))) by not sending the full 8
seconds...unless they have a waiver.  And that's in Washington????!!!

Damn rules getting in the way.
