[EAS] Is monitoring a translator cool?

My interpretation of the rule would be yes, it would be a change even if
the translator is 100% simulcast. What can be done to side step this long
and painful process to change the state plan is to gain a blanket waiver
from the SECC and FCC to allow stations to change their monitoring
assignment to the FM signal provided the translator source is and remains
associated with the AM station. Now...the tricky part..will the
translator be part of the hardened PEP system installed at the AM TX?
That's a bigger question to be resolved....
It would be wonderful if here WLS (the PEP) and WLS-FM would be the
combined the PEP. Same with WBBM (The LP-2), and it's simulcast WCFS-FM.
Would solve a lot of issues with reception quality.
