[EAS] Engineer Deaths

I am right now in Winnemucca NV installing new equipment shelters on 
Winnemucca Mountain for Humbldt County.

We will have TWO buildings; one for equipment and one for the generator.

Right now Humboldt County has several sites with generators located in 
the building.  This will be changed as we upgrade their entire system.

If the generator is running and the exhaust is leaking it is not 
inconceivable to get CO poisoning, especially at high altitude.

In the middle of winter snow can get high enough to block both air 
intake and air exhaust.  I have been to NV sites where you ski in and 
look for a hole in the show because that is the hot air exhaust melting 
the snow.  Then you dig down to find the hatch in the roof.

If this is investigated thoroughly there will be an error tree with 
multiple branches.  In many cases it takes more than one error to be a 
problem.
