To explain one possible strategy that won't cause you to miss EAS messages...
Consider constructing model 3644 filters based on action rather than message type. We have seven filters. This is enough to cover everything we might want to do with an EAS message.
We have no RWT filter. This event is not relayed, but simply logged. A "catch all" filter we call "OTHERS" accepts anything that comes into it and logs it, nothing more. The priority is set low to give other filters a chance to process the event first. RWTs fall into this filter, so there is no need to have an explicit RWT filter. A few years ago when one of our monitored stations rebroadcast the Bobby Bones program with a fake EAS message, it fell into our OTHERS filter and was logged. We would not have seen it otherwise because the operational area for that message was hundreds of miles distant.
