Hopefully, NWS/NOAA has reviewed its alerting practices from Hurricane 
Harvey in Houston and revises its policies.  When Hurricane Harvey stalled 
over Houston, NWS was sending out 100+ tornado warnings and flash flood 
warnings to people's cell phones during the hurricane.  People ended up 
turning off their cell phones completely because of the almost constant 
WEA alerts.

I haven't seen any statements from NWS/NOAA about any changes though.
