[EAS] Certs and PKIs

I was speaking somewhat tongue in check, hence my tag line.

People propose having all manner of safeguards but gripe when they are the ones who have to do something about it.
And I'm speaking in very general terms that could cover a number of subjects when I say "people."
The cert upgrades are just one example.

Another example might be the announcement that the State of CA intends to regulate EAS and other types of warnings.
This is another knee jerk reaction by politicians who think they can apply a predetermined policy to something that should be at the discretion of county emergency management. It's high time that states start supporting efforts of SECCs and county EMs in warning efforts. But it seems that for every nickel of financial help that come from the state, you get ten cents worth of bureaucratic red tape. 
Certainly a review and analysis of recent warning efforts is not out of the question, but the jump to creating policy on a statewide level, even while the disasters are still in play is IMHO putting the cart before the horse. 
I would think EM's nationwide are watching this very closely.
