Wellll.not really. The virtual red envelope is intended for the EAS aspect
of a PEP EAN not going through IPAWS. Such red envelope would avoid an OTA
LP1 and LP2 takeover as well as avert any repeat of something similar to
the now infamous Bobby Bones incident.
