Is the firmware up-to-date?  Have all configuration changes recommended by Sage (details on their website) been made?  Is the device actually able to access the Internet?  If those are all true, I'd give Sage a call or e-mail with all the details you have.  If they're not, Sage's website has a lot of documents explaining configuration for CAP/IPAWS and firmware updates.
