Human nature is to put it off unless there is a deadline. The FCC
deadlines tend to be "soft" deadlines.
The reality is the FCC doesn't punish licensees for not reporting by the
first deadline by a few hours or days. Even after several reminders, the
FCC doesn't punish licensees as long as they respond. The fines happen
after years of not reporting and ignoring the Commission.
In the past, the FCC has accepted ETRS reports a month after the deadline.
The Commission want the information report, not the fine.
