I think that is when the FCC data center does its backups. They may still 
have older DB software, which needs to shutdown to keep all the records
in a consistent state for the backup.  Newer DB software can do a snapshot 
for backups instead of a shutdown.

You would probably be more upset if the FCC lost your submission restoring 
from an inconsistent backup set.
