[EAS] WEA - time out?

I learned today that the WEA alerts are set to time out - either 15
minutes, or 30 minutes (depending upon who you listen to).   It came
up in the context of 'what if my phone is off' and someone said that
when you turned your phone back on you would get the alert, if it
hadn't timed out.

Two question occur to me - is this true? Since WEA is a 'broadcast'
message, would it continue to propagate to phones that are on or off,
or that move in or out of a coverage area until it expires?

Also, in Alaska, we can be on a ferry or out in the bush for several
hours (days?) and not have any cell service. Seems like something as
important as this kind of message would not time out for a much longer
period of time.

Of course, I suppose if it is about incoming ICBM's, 30 minutes is
more than enough time - after that, who cares..... ;)
