Not quite a silo...NOAA Weather Radio is a monitoring assignment for many
stations. In addition to private users, many schools, hospitals, factories
and companies in the West have NOAA weather Radios.

I don't see why they should abort their test. NOAA/NWS is not part of the
FEMA test. Their transmitters are not being used and this is one silo
