[EAS] SiriusXM is an approved monitoring source, says FEMA

Presently, the Nebraska State EAS Plan is the only one which stipulates Sirius XM as a designated Monitoring Assignment.
I noted in a recent web video by Nebraska State EAS Chair Rod Zeigler that he said Sirius XM does send its own RMTs, so EAS boxes need to be set up to not forward that RMT.  Hopefully Rod will chime in on that here on the list with his advice.
