[EAS] new legislative activity on EAS/WEA

On repeating messages:
 
I have three stations along the Ohio River in West Virginia-one an A 16 miles south of our main B-1, another A 26 miles NE of the B-1.  The B-1 is licensed to a county that is only 16 X 6 miles, but across the river is Washington County, Ohio--44 miles from the SW to the NE.
 
We've had a rainy spring.  Couple of weeks ago, front moving through--we had four flash flood warnings in the space of an hour and a half as the storm front moved through parts of Washington (and adjacent) counties.  At least each alert was slightly different.
 
Then there was a cell-phone baseball game a couple of years ago--interrupted several times by an Amber alert sent by A.t. & T over their wireless system.
 
Ed is entirely correct.  Force stations to carry everything and nothing will be carried.
