[EAS] 'improving' EAS

Well I understand the need to want to test radios.
But I think it is ridiculous to suggest that SECCs might be responsible for deaths due to improperly programmed legacy radios.
Do we blame firearm manufacturers for the deaths involved in mass shootings or even a single gun accident?.
The problem these days is that everyone is afraid to set blame where blame is due.
Instead of fixing a problem at the source, lets just make everyone comply with even more unnecessary regulations.

Perhaps it's time to sunset the legacy WX radios.
Aren't those the ones that are triggered by the two-tone attention signal?
If we could get rid of that, we'd be getting back eight seconds of air time that does little more than just cause people to tune out.
Perhaps more stations would go along with voluntary EAS alerts if they didn't have to air 8 - 10 seconds of fingernails on a chalkboard.

The FCC dropped the hammer on our TVs. 
Perhaps they could also offer a "government cheese" coupon towards purchasing an up to date WX radio when you trade in your old one.

It would be interesting to know how many non-SAME WX radios are currently in operation, programmed and loaded with fresh batteries on any given day. 
The FCC can take away part of the Satellite band based on fabricated use numbers. 
Certainly it's shouldn't be much of a stretch to assume that a large majority of people do not rely on "legacy" WX radios.
