https://intodns.com/fema.gov shows several potential configuration issues in the name server records pertaining to fema.gov. I'm not sure whether any of those are confusing Google's DNS but it would be good to try to resolve the names you can't resolve via Google by using an alternate method (a different DNS provider). In general it would be best if fema.gov's DNS administrators would resolve these issues. Remember that changes don't propagate immediately...DNS records have a TTL that controls how long they live.
