Well said.  

One additional note:  Here in Washington State, we do "Live Code" testing...
with RMTs.  They're end-to-end tests that light up radio and TV, but are
clearly labeled and understood to be just that -- tests.  What are we going
to do?  "Test" with every actual event code?  I believe one is enough, and
we already have it.
