EAS and WEA is a joint responsibility of FEMA and the FCC, not either/or.

I understand inter-agency fights, federalism and states, and 
organizational herding cats. Its a hot potato. None of the agencies want 
to get stuck with the problems. If I worked at the White House OSTP, and 
this was my portfolio, I would divide the organizational cat herding this 
way ---

FEMA: include origination of public alert and warning in the 
government National Incident Management System and National Response 
Framework. Training with state and local emergency managers on activation 
and warning content problems, including false activations like the Hawaii 
false missile alert, NWS Tsunami tests and 4th of July parade alerts.

FCC: include distribution of public alert and warning in industry EAS and 
WEA dissemination plans. Testing with industry on distribution problems, 
like the Bobby Bones show triggering EAS distribution equipment.

FEMA provides training and oversight of government originators and warning 
content problems. FCC provides testing and oversight of industry 
distributors and EAS/WEA operational readiness.

While I understand why the FCC changed the names of the SECCs and LECCs 
in the 1990s, I would likely rename and make them part of an industry 
advisory subcommittee in each state NIMS/NRF with first responders and 
other "first informers."
