[EAS] "improving" EAS

It's a radical thought, but maybe we who are involved with our SECCs (or chair, in my case) should start saying "no".  The FCC has no jurisdiction over me.  I did the multilingual thing, but if I hadn't, the FCC would have no recourse -- to me, anyway, although I suppose they could have come after my member stations for proof that they delivered the requisite information, and I didn't want to risk that on their behalf.  But it seems unreasonable that they're going to require SECCs to file plans online, etc., without defining SECCs and their roles.  Maybe I should be careful what I wish for - maybe I don't want them to get more specific about it.... YMMV.
