[EAS] "improving" EAS

Suzanne has reminded us all of something many of us have said for a long 
time.
SECC's are only alluded to in the Rules and Regs as the body that 
creates and maintains State Plans.
In the last couple of years that responsibility was expanded into 
creating, publishing, and tabulating the results of a survey on 
multilingual alerting in our states, to say nothing of maintaining 
changes that licensees make in their multilingual alerting activities. 
(Yep, that is in there too!)
It will soon require SECC's to create and maintain online State Plans 
that are currently proposing to require information from entities not 
under the auspices of the SECC's. Lucky for us in Nebraska we have a 
very good working relationship with all of these entities. I know there 
are others that do not have this relationship which could make for some 
interesting situations.
