[EAS] 'improving' EAS?

I don't believe the actual R&O/FNPRM has yet been released, but this is the version they approved yesterday at the FCC Open Meeting:

Presumably, the published R&O/FNPRM will look exactly like the document above, but with the dates filled in and an "FCC 18-xxx" number assigned to it.
