Some input from the PNW - 

 

WASHINGTON - 

 

ADR has been historically used to transmit a Cancellation of an previously
issued Alert - 

Move frequently used to Cancel a CAE.

 

OREGON - 

 

Interesting that Oregon uses the ADR to transmit to (live) Participants
short text messages from EM's. 

Sort of borrowing the EAS Distribution system for perhaps related activity.

 

Also - Oregon only uses 4 Event Codes
