[EAS] ADR

This would not be a big deal except we (Part 73 licensees) need to log all
EAS activity. Can you imagine if all the counties or home rule AHJ's in a
given area send RWT's or the like each week?

Now...if logging means we only need to attach the printed log from the EAS
box, that's not so bad. However if every event requires the standard
physical  entry with a signature, date, and time on the Station Log, then
that's a potentially significant burden on licensees.
