While we can agree on the first point,
is it not true that there are four or more
competing systems to audit/control
state networks? And, even then, in
many (most) states the actual origination
comes from EAS machine manufacturers.
Over the years, we have identified a
number of issues, few of which have been
solved:
1. The chasm between broadcasters forced
to do certain things and EMs who
have no unified requirements.
2. Little training by EMs as to testing or
how to actually deliver an alert
that will not sound poorly on the air
nor interrupt news reports with
a generic alert.
3. EMs who do not like talking to broadcasters
in the first place.
4. EMs that would rather use reverse 911 and
robot calls than activate EAS.
5. Stations that run RWT, RMT, and EAN/NPT,
but little else.
6. Cell companies who resist WEA implementation,
or delay alerts for unknown reasons for
hours.
7. NWS is not compatible with EAS/WEA.
8. NWS polygons vs broadcast contours.
