I saw an article in the Marin IJ last week about "Former emergency 
manager Christopher Helgren, who was one of the small group of people 
who made the decision not to send wireless alerts, was recently 
reassigned." but couldn't find that article on their website.

There is a lesson to be learned here.

Wonder how someone could get a copy of the "34-page review produced 
by the California Office of Emergency Services".
