[EAS] Whole new ballgame

If the ALERT Act becomes law, then having DoD as the sole originator of attack warnings would likely result.  Not sure, however, that NMCC fits the bill - their focus is govt to govt communications, and a govt to public function would require them to develop or acquire a somewhat different set of capabilities.  If not NMCC, it would be most likely housed under J-3 (just as NMCC is) with the same access to threat info.
