[EAS] Whole new ballgame

There's legislation in Congress right now that would make that so, Phil.  The current procedures date from the Cold War era, when the plan was for the feds to notify the State Warning Points, who in turn would notify County Warning Points, who in turn would switch on the air raid sirens.  No such thing as IPAWS back then.

FEMA and PACOM did a briefing for the Pacific islands awhile back and told them that that was (still) the plan.  The islanders were concerned about the delay inherent in all those relays.  If Hawaii became a bit overwrought about accelerating and exercising their alerting procedures, maybe that's why.

Also, I think we may want to distinguish between a civil attack warning and an EAN.  We've come to assume, largely on the basis of movies, that they're the same thing, but they're actually not quite.  An EAN comes from the NCA (national command authority) which is at least originally civilian, and might come either before or after an attack.  Again, our long-standing plans remain geared to a massive nationwide attack, which is different in a lot of ways from a localized attack.

The National Military Command Center (NMCC) should be the sole originator of nuclear attack warnings.

This center monitors worldwide threats 24/7/365, has quick access to the President, and has rapid communication with all major U.S. military commands around the world.  If North Korea or anyone else launches an ICBM, NMCC will know that almost instantly.

NMCC should be able to issue an attack warning with an EAN message via IPAWS, with no processing delay through FEMA.

Apparently, that's not the way it works.  And I'm appalled that it doesn't.
