[EAS] [sbe-eas] ALERT Act introduced in Senate - Authenticating Local Emergencies and Real Threats (ALERT) Act

There was supposed to be money for training in a bill that was before the previous Congress. If that money is not there, dollars must be a part of any legislation now being proposed attempting to put us on the road to a rational overall warning strategy that can be implemented from the Federal level on down.
