I concur but

WHERE IS THE MONEY FOR TRAINING AND ADMINISTRATION?

Without funding this is yet another unfunded mandate for state and 
local governments.  I'd like to read the full text but it appears to 
be little more than "feel good" legislation, a/k/a "closing the barn 
door after the cow gets out".
