Hi Barry,

I was waiting for the other shoe to drop!   The operator on duty
was indeed the scapegoat.  The text alert that came in from the command center was a very poorly formed message whose author(s) should be fired.

It stated at the top "This is not a drill."
Then towards the end it stated "Exercise, exercise, exercise."
