[EAS] DIRS event

What's the big deal? DIRS is not an on-air event. It's a system by which
the FCC can keep track of stations in distress as a result of a regional
or national emergency/disaster.

Broadcasters pride themselves on being nimble and quick to respond to ever
changing conditions. So a short notice test maybe isn't in the worst
interests to execute.
