SR here and no message about it that I've seen.
Perhaps they only reached out to stations who had signed up previously.

Sounds like a no brainer, get involved if you want, or don't.
It's a voluntary program. (Until it no longer is.)
And it's not really an EAS thing either.

The FCC website starts out by saying:

"DIRS is a voluntary,..."
