[EAS] How to get the public to disable WEA on their cell phones

This is a link to a typical interaction between Verizon Wireless customer 
service and a customer with a WEA "stuck alert" repeatedly sounding on his 
Verizon celll phone every few minutes.

Watch the finger pointing -- and not resolving the problem.  Not unique to 
Verizon CS, similar interactions happen with customer service at all the 
major carriers.
