[EAS] NWS Fun

FWIW, FFW's have a much higher proof rate than TOR's and SVR's. The "cry
wolf" aspect is much lower with FFW's than other severe products.

Naturally, I can't speak for what happens at the LWX WFO. I just know that
in this part of the USA, forecasters issue FFW's based on an event and
short fuse local conditions present. Not on some artificial rush hour time
line. That's the function of the areal flood warning/advisory and small
stream products....which there are EAS products (FLW, FLA, FLS) for those
longer term alerts.

If in fact the LWX WFO is issuing and reissuing FFW's over the same area
based on an artificial rush hour schedule for a single finite event, the
WFO is at odds with the standard all other WFO's operate. And this fact
should be passed along to the Eastern Region HQ. The WFO is doing a great
dis-service to our nation's capital and Baltimore.
